1899-1909
- first few meetings held 'off-Park' then settled at Upton Mill the
home of the Hon Sec - Edward Dean Junr.
- No appointment of an association chairman but rather each of the early meetings
seem to be signed by a different name as meeting chairman.
- typically only 5 - 8 attendees but when only 3 meeting abandoned
- rate based on acreage - fixed annually based on need - typically
about 4d per 20sqyds (totalling about £50) but 6d when flooding problems
in one garden needed attention. Kerbing of the pathway was proposed
ans a committee formed to prevent the flooding !!
- references to Park Lamps and need to stop trees obstructing them.
These were gas - 1926 accounts still showed payment of gas bill.
- meetings very much about the state of the road - either decisions
for more chippings or complaints about state of the road and
inadequate tree pruning.
- employed a worker William Dodds (3/4d per wk) for road maintenance
but then dismissed following complaints that cost excessive for the
work done
- unanimous support for a meeting to consider advisability
of seeking road adoption by Rural District Council. That meeting then
silenced on a point of order and another convened to which only three
attended and hence decision that no business be transacted. The issue
does not appear to be raised again !
- avenue and other footpaths put in order
- Advisory Committee of Management formed to meet at least twice
in a year - inaugural members - Dean,Robinson,Fitch,Mason & Shone.
- references to 'proprietors and tenants' (at the time alot of
residents were tenants whereas UPPA was intended for proprietors.
- Notice to householders that no rubbish be deposited on the Park estate.
- Mr Walls - the builder of nos:12,14,16,18 - instructed that he should
not spread cinders on the roadway without expressed permission of
Mr Shone.
No record of 1909 - 1910 meetings.
